ICT has caused a paradigm shift introducing the age of network intelligence, reinventing businesses, governments and institutions.
Kaufman (1977) observes, “the traditional bureaucratic paradigm, characterized by internal productive efficiency, functional rationality, departmentalization, hierarchical control and rule-based management is being replaced by competitive, knowledge based requirements, such as: flexibility, network organization, vertical/horizontal integration, innovative entrepreneurship, organizational learning, speed up in service delivery, and a customer driven strategy, which emphasize coordinated network building, external collaboration and customer services” all of which are supported by ICT.
Nora Cloud Services reviewed the current development strategy of Kano State Government which was designed to be developed in stages of four years and beyond, thus becoming fully developed in years to come. Therefore, the proposed CRVS design includes an extended state model (ESM), which will enable easy expansion of CRVS as the Kano State ICT needs grows.
This proposal is premised on the fact that Kano State Government has an executive and legislative arm that are in harmony with each other with the sole intention of making the state a better place.
In order to deliver a ‘silver bullet’ solution, our approach to the project is to define the operational network infrastructure, which is largely obsolete, and provide an option to Kano State Government via their education on the implication of executing the solution. The major option of civil registration is an automated Civil registration software.
